Based on the proposal of GAREC-2005, submitted by SRAL, the IARU Region 1 General Conference, Davos, Switzerland, 11 to 16 September 2005, unanimously adopted the following proposal of its ad hoc working group on emergency telecommunications:

The WG recognised the good work put into the proposals in papers 08, 09, 32 and 34 and sought to identify a compromise position. There was a unanimous view that the text after the Background

Information on SRAL paper C4 34 perfectly reflected our thinking. The WG therefore recommends that the C4 committee accept this part of the SRAL paper.

In respect of the SRAL's proposals for CoA on 15, 17, 20, 40 and 80m the WG proposes that the wider committee accepts CoA that would be the same in all 3 regions for 15, 17 and 20m. Only these bands provide reliable intercontinental coverage and the bands are reasonably harmonised across all 3 regions. On 40 and 80m the WG rejects the SRAL proposal, but instead recommends to the C4 Committee to consider the adoption of a Region 1 CoA for each band. The logic for this is that harmonisation of CoAs at 40 and 80m would be difficult, and generally propagation would not support intercontinental traffic. Thus, the WG recommends the following frequencies:

Global Centre of Activity per band:

15m

21,360kHz

17m

18,160kHz

20m

14,300kHz 1

Region 1 Centre of Activity per band:

40m

7,060kHz

80m

3,760kHz

In consideration of SRAL's additional recommendation that these CoAs be termed The Tampere

Frequencies the WG was divided on the issue, but the majority view was that this would cause confusion and recommended that the C4 Committee accept that these frequencies be simply termed "Emergency Centre-of-Activity".

Note:

1 This choice is made because this is the primary intercontinental channel in use by the US for its Katrina response operation.
