On 2 July 2015, voting was completed on the admission of Association Burundaise des Amateurs Radio et Télévision (ABART) on Proposal No. 253 to IARU membership.
With 51 affirmative votes required for approval there were 67 votes in favor of Proposal No. 253. Accordingly, Proposal 253 is adopted.

Shoqata e Radio Amatoreve te Kosoves (SHRAK)
Proposed for IARU Membership
IARU Region 1 has requested that the International Secretariat resubmit a proposal for the admission of Shoqata e Radio Amatoreve te Kosoves (SHRAK). Two votes in favor of SHRAK being admitted to the IARU were received shortly after the voting deadline. Those two votes, if received before the deadline, would have been sufficient to have the proposal adopted. Region 1 and the International Secretariat have determined under the circumstances that submitting the proposal for a vote of the Member-Societies a second time is appropriate.
An application for IARU membership has been received via IARU Region 1 from the Shoqata e Radio Amatoreve te Kosoves (SHRAK). The application has been examined by the Region 1 Executive Committee and has been found to satisfy the requirements of the Constitution and Bylaws of the IARU.
Based in Pristina, Republic of Kosovo, SHRAK was formally organized on 14 April 2000.
There are 65 licensed members of the Society out of a total amateur population of approximately 85.

The President and the Secretary of SHRAK have confirmed that Shoqata e Radio Amatoreve te Kosoves (SHRAK) has the ability to meet its financial obligations as a member of the IARU, is legally able to act in the furtherance of IARU objectives within its country, and will adhere to the Constitutions of both the IARU and IARU Region 1.
Accordingly, in compliance with the Bylaws pertaining to applications for membership the following proposal is presented to member societies for consideration.
Proposal No. 254
The Executive Committee of IARU Region 1 has forwarded to the Administrative Council an application for membership submitted by the Shoqata e Radio Amatoreve te Kosoves (SHRAK). Region 1 reports that it has examined the application and has found it to be in order. Region 1 has made a favorable finding with regard to the application.
Therefore, in accordance with Bylaw 3, it is proposed that the Shoqata e Radio Amatoreve te Kosoves (SHRAK) be elected to membership.
A vote sheet for Proposal No. 254 is enclosed. The closing date for receipt by the International Secretariat of votes on Proposal 254 is five months after the date of this Calendar, or 9 December 2015. Please note that votes received after this date cannot be counted.
Member-Societies Are Requested to Return Vote Sheets Early in the Voting Period
When the International Secretariat distributes an IARU Calendar that calls for the Member-Societies to cast a vote, it is important for the Member-Societies to return the vote sheets to the International Secretariat in a timely fashion.
The International Secretariat recommends that vote sheets be sent as an attachment to an email or by fax as soon as possible so that the fax or email is received by the International Secretariat before the deadline for voting. All vote sheets sent by fax or as an email attachment should also be mailed to the International Secretariat in the enclosed air-mail envelope for confirmation. The important thing to remember is that the faxed or emailed voting sheets are counted when received before the voting deadline even though the follow up postal mailed vote sheets may be received after the deadline.
